Tools Crash When Launching for IRM execution, from IP16 to IP17 (Doc ID 2549585.1)

When attempting to launch Tools, it closes and the following error occurs.

On event viewer

17 Faulting application path: C:\APPLS\Siebel\Tools\BIN\siebdev.exe
18 Faulting module path: C:\Windows\SYSTEM32\KERNELBASE.dll

The issue can be reproduced at will with the following steps:

1. perform upgrade ,  upgrep step up to IRM 
2. when Tools launch for IRM it crashes
