On : 19.1 version, Siebel Workflow
After a Siebel Server startup the WfProcMgr component comes online, but the tasks keep exiting and not processing the workflows properly.
To recover the Siebel Admin have to shutdown the WfProcMgr component on the Siebel Server affected and start it again manually and it start working properly.
The issue is intermittent, currently all 4 Siebel Server is been restarted daily and sporadically the WfProcMgr component is not coming online but the task keep exiting with error below:

The issue can NOT be reproduced at, it may or not occurs after the daily Siebel Server restart. It can also affect other Siebel batch components such as Communications Inbound Receiver.
The issue seems to occur only when Siebel is using MS SQL Server Databases.
