Siebel Application Hang with Authentication Error for GUESTCST Anonymous User and Open Session Failed Error (Doc ID 2550113.1)

On : [23021] version, ADM - App. Deployment Manager

When trying to open the URL to login in Siebel, it generates authentication error with GUESTCST user. We see errors in the WebServer logs that fail to authenticate. We see errors in the OM eCommunications logs where you can not get a job. Logs are attached

The server you are trying to access is either busy or experiencing difficulties.

The issue can be reproduced at will with the following steps:
1. Open Siebel eCommunications Object Manager
2. Try to login with the Siebel Credentials
3. Check to see if the login is successful and if the application comes up without issues.
