Siebel SES Migration Install Does Not Populate The ORACLE_HOME on Solaris of IP17 (Doc ID 2550627.1)

Symptoms

On : 18.12 version, Installation

Oracle_Home and ORACLE_values are blank while doing migration installation on IP2017 + PS 18.12 from 8.1.1.14

EXPECTED BEHAVIOR
----------------------------
Oracle Home should not be blank on solaris

STEPS
------------
Running following commands:
./runInstaller -silent -attachHome ORACLE_HOME=SES_HOME ORACLE_HOME_NAME=Location of SES

ERROR: Unable to open /tmp/OraInstall/jre/1.8.0
