Discrepancy in Tab Menu and Cube Icon under PRM Application (sweappmenu is not loading and the menu bar is not visible) (Doc ID 2551134.1)

Symptoms

On :  18.12 version, Configuration - General

users cannot view menu bar and Cube Icon using PRM Application

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Log into the Siebel 19.3 PRM Application (Partner Portal Application)
2. Once the Home Page is loaded, check that Site Map Icon is not visible as like Call center Application
3. User needs to Click a Cube Icon which will Display the Dropdown and then can Select the Site Map Icon
4. User needs to perform an Extra Click to Select Site Map under PARTNER PORTAL Application
5. The Behavior should be same as like Call Center Application.
