Poor Performance On Siebel EAI Inbound Webservices For Siebel 19 (Doc ID 2551974.1)

Symptoms

 Inbound Web Services are seeing an overhead of about 15 seconds since the upgrade to Siebel 19.x version.

 From log files, it is possible to see the time is spent on SQL queries related to the runtime repository but no individual query is taking longer than one second.

This could be seen running standard EAILOVGetListOfValues inbound web service which contains no custom code or any customization.
