Siebel Server New Installation On Windows Server 2016 Fail Data Source Gives Specified Driver Could Not Be Loaded Error

Symptoms
On : 16.6 [IP2016] version, Installation
Customer is adding a new Sibel Server to their Siebel Enterprise on Development environment. Current there are 2 Siebel Servers one Linux and one Windows 2012. A new Siebel Server on Windows 2016 has been installed.
The Oracle Client 12.2.0.1.0 32 bits has been installed on the Windows 2016 Server, but after install the Siebel Server software and run the Siebel Server Wizards the Siebel Server service fail to start. Checking the ODBC 32bit DSN we can see that the DSN fail to connect to the SIebel DB and give the following error:
"Specified driver could not be loaded due to system error 193: (Siebel Oracle90 E:/Siebel/16.0.0.0/ses/siebsrvr,E:\Siebel\16.0.0.0\ses\siebsrvr\bin\seror827.dll)".
So the main issue is the DSN created by Siebel not working on this Windows 2016 Siebel Server.
The issue can be reproduced at will with the following steps:
1. Open the MS ODBC 32bit Administrator
2. Select the Siebel DSN
3. Open it and try to execute a Test Connection:
4. The following error show up
"Specified driver could not be loaded due to system error 193: (Siebel Oracle90 E:/Siebel/16.0.0.0/ses/siebsrvr,E:\Siebel\16.0.0.0\ses\siebsrvr\bin\seror827.dll)".
