Changing Parameter UseSSL not Taking Effect (Doc ID 2555527.1)

Symptoms

On : 8.1.1.7 [21238] version, Security / Authentication

Setting parameter usessl, for using ADSI with SSL , it does not take effect
log shows:
SecMgrLog Debug 5 000077365ce52bac:0 2019-05-22 15:59:35 usessl = FALSE

EXPECTED BEHAVIOR
-----------------------
it is expected that the parameter is changed

STEPS
-----------------------
1. setup the parameter UseSSL = true on the profile configuration

2. restart the component

3. check OM log file, it has it set to false
