Symptoms

When starting the Siebel server, some components (randomly) are not starting successfully


In the logs we have the following errors:





STEPS

The issue can be reproduced at will with the following steps:
1. start siebel server service
2. some components (randomly) are not starting successfully

BUSINESS IMPACT
-----------------------
the failing components have to be started manually from server manager.
