Siebel Application Is Giving Server Busy Error After Enabling SISNAPI TLS from Siebel 17.x & Later (Doc ID 2556213.1)

Symptoms

After enabling SISNAPI SSL as per Siebel Security Guide, Siebel application is not accessible. It is giving server busy error and log contains below errors:

The issue can be reproduced at will with the following steps:
1. Create server certificates
2. Updated siebel parameters using srvrmgr or GUI at Siebel server parameters or enterprise parameters:


3. Re-start servers
