Siebel 18.7 Version Generates Excessive Application Connections On IBMDB2 Database

When attempting to Invoking the Inbound web service/running the workflow process manager, it opens database connections to connect to the DB, but these connections keep increasing and are not releasing at the DB side, thus not clearing even when the Siebel task/job is completed.
As a result, this is causing the DB to crash when it reached 31000+ connections.
This issue is reported after applying the POC patch - 28951282
