ACTUAL BEHAVIOR

Inspect Icon is not enabled

EXPECTED BEHAVIOR

Inspect Icon should be enabled

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Install PS 19.2 Siebel Application and Tools
2. Log into the webTools and create a Workspace and modify any Object
3. Check that the Inspect Icon is not enabled to test the Local Changes before delivering.
