Arabic Language Pack Issue Value Always Stored In Arabic (Doc ID 2561276.1)

On : 18.12 version, Configuration - General

ACTUAL BEHAVIOR
---------------
the value getting stored at the S_SRV_REQ table columns are in Arabic only when SR created from Arabic url where it should store the value in LIC which is English.

EXPECTED BEHAVIOR
-----------------------
the value getting stored at the S_SRV_REQ table columns should have the value in LIC which is English.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Apply the Arabic language pack
2. Run the MLOV Utility to Convert the Values into Arabic
3. Enable multilingual flag in S_LST_OF_VAL table
4. At the column level map the translation table name as S_LST_OF_VAL
5. Mark the bounded pick-list flag along with the LOV_TYPE.
5. Launch the Siebel Application and Navigate to Service Request Applet and Fill in the Values for LOV Fields
6. Open the database and Observe that the value getting stored at the S_SRV_REQ table columns are in Arabic only when SR created from Arabic url where it should store the value in LIC which is English.
