Edit Web Layout Issues with Moving and Deleting Controls on the Editor (Doc ID 2563400.1)

Edit Web Layout Issues  

After applied 19.6, the editor is still has difficulty showing labels and text boxes. Items will randomly disappear from the editor. Yet when you go to add it back from the list of controls it will still show as mapped.

The control should not disappear from the editor

There are two/three different unexpected behaviors: 

First Behavior
1) Open a workspace,   go to SIS Account Entry Applet,  Open Edit Web Layout,  select a Application (ie,  "Siebel Customer Information File" , "Siebel Universal Agent"  ) 
2) Move any existing label (ie, City Label) to a different location
3) Move a different label (State Label)  to where City Label was used to be,  NOTE the City label is deleted. This is unexpected.  
Do not click on any where else, or close the Editor.
4) Log in to Call Center,  open workspace and inspect, There are two City labels,  and State label is not showing.  This is unexpected because State is display in the Editor, but not on the UI.
5) Close and reopen the Editor, the disappeared City Label is show up again. This is unexpected.
State is still display in the Editor, but not on the UI.

Second Behavior,  here we are to try get the State to show on the UI
6) Go to back the Editor,  move the  State Label to a different location.   
7) Close and reopen the Editor,  there are two City Labels are displaying.  This is unexpected.
8) On the Call Center,  open workspace and inspect, note there are two City Labels. This is unexpected.
State is still display in the Editor, but not on the UI.

Third Behavior
1) Delete any control (ie. Country) from the Editor
2) After the Country control is disappear from the UI,   click on the same location where the deleted control was, note there is a blue thin rectangle.  It's like the changes was not committed.  
3) Check on the Mapped column,  Country is still mapped.  This is unexpected as the control is deleted at step 2. 

The issue has the following business impact:
This is impacting the decision for the IP17 upgrade.
