BI Publisher Reports Failed Error oracle.xdo.servlet.CreateException: Report Report definition not found (Doc ID 2564239.1)

Symptoms

ERROR

SBL-EAI-04308: Operation 'runReport' of Web Service 'http://xmlns.oracle.com/oxp/service/v11/PublicReportService.PublicReportServiceService' at port 'PublicReportService_v11' failed with the following explanation: "oracle.xdo.webservice.exception.OperationFailedException: PublicReportService::generateReport for reportAbsolutePath [/SiebelCRMReports/SR Form.xdo] failed: due to oracle.xdo.server.ReportException: oracle.xdo.servlet.CreateException: oracle.xdo.servlet.CreateException: Report definition not found:/SiebelCRMReports/SR Form.xdo [username=188277]".



The report runs fine when executed only with Siebel Admin User, with other users it fails with the above error.
