On : 16.12 [IP2016] version, System Admin

When attempting to access the Siebel Object Manager application,
the following error occurs.

ERROR

Server Busy error

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Enter the URL for the Siebel Object Manager in a web browser
2. Observe the Server Busy error


BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot access the Siebel ObjectManager application.
