On : 16.19 [IP2016] version, Security / Authentication

When TLS is activated for ServerMgr the Server this was activated on isn't accessible via Srvrmgr

The issue has the following business impact:
Due to this issue, the Siebelserver appears as HandshakeFailed in the server manager console
