IP17 Edit Workflow Process Takes A Long Time As Siebel Tools Hangs/Freezes While Trying To Display The Workflow Process Designer (Doc ID 2567153.1)

PRODUCT VERSIONS:

SIEBEL VERSION:     Siebel 19.5
SIEBEL APP O/S:      Microsoft Windows x64 (64-bit)

ISSUE STATEMENT:
----------------------------

Edit Workflow Process is freezing for existing workflows as well as new workflows when using Siebel 19.5 Tools Client.

WHERE IT HAPPENED:
-------------------------------
The issue occurs in Development environment only thus far.

STEPS TO REPRODUCE:
---------------------------------
The behaviour occurs as follows:

1. Login to Tools 19.5 client
2. Create an integration branch (as an admin)
3. Create development branch under the int branch (as a developer)
4. Open the developer workspace
5. Navigate to Workflow Process
6. Select an existing workflow (eg: PUB Create Order Workflow)
7. Right click to Edit Workflow Process. Nothing happens. You get the spinning circle and tools freezes.

Note:  The same can be reproduced when creating a new Workflow process also and going into Edit Workflow Process.

EXPECTED BEHAVIOR:

The expected behaviour is that the Siebel Tools application should not freeze, it should allow user to edit new or existing workflow processes.

LOSS OF FUNCTIONALITY / BUSINESS IMPACT:
--------------------------------------------

Due to the Siebel Tools application freezing, it is hanging indefinitely until the user forcefully close it out and thus it is not possible to edit any workflow processes.

If this issue does not get fixed, customer is not able to upgrade the 8.1.1.11 environment to 19.5
