Inbound Webservice Create Value In LOV Ignoring The Bounded Picklist in RR Repository (Doc ID 2568731.1)

Symptoms

On : 19.5 version, Siebel EAI

ACTUAL BEHAVIOR
---------------
When invoking an inbound web service containing an invalid value for a bounded LOV/picklist, it correctly throws an error in dev environment
In the UAT (Runtime Repository) environment, it inserts the invalid value into S_LST_OF_VAL instead.
The web service uses EAI Siebel Adapter.

EXPECTED BEHAVIOR
-----------------------
It should behave the same on both environments and reject the invalid LOV value.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Invoke a web service which uses EAI Siebel Adapter to Upsert a record.
2. Ensure this is running on a runtime repository environment.
3. Ensure a bounded LOV has an invalid value as input.

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot enforce valid LOV data in RR environments.
