Server is Up and Accessible but Server Manager Via GUI shows "Handshake Failed"; From Command Line it can Also Return "Error: Failed to discover Gateway. Exiting..." (Doc ID 2569279.1)

Symptoms

When attempting to run Server manager command line
the following error occurs.

ERROR
-----------------------
connect to 0 server(s) out of (1) server(s) in the enterprise
Failed to connect to server <server name>: Handshake failed

If deleting the file siebsrvr\metafile, and running server manager command line the following is returned

"Error: Failed to discover Gateway. Exiting..."


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. perform upgrade and have environment up and running
2. The issue is that at some point of time the ability to manage siebel servers via GUI or server manager was lost.

Changes

 After Upgrade , a Siebel Update has been applied
