Why Siebel Webtemplates Moved to OD After upgrading to Siebel 19 ? (Doc ID 2569565.1)

Qn1:On : 19.2 version, Upgrade

We Recently we have upgraded to Siebel 19.x from IP 2015. After the upgrade we found that:
1. Many custom SWT files/code were at Web Tools level.
2. OD tags were present in SWT files (compared to older custom SWT files)

Can you please let us know-
1. How can we fix missing Custom SWT files issue?
2. What are these OD tags inside SWT code?
