New Siebel file system has slow performance (Doc ID 2569968.1)

Siebel CRM - Version 8.0 SIA [20405] and later
Microsoft Windows x64 (64-bit) - Version: 2008 R2

Symptoms

Old Siebel file system that was a 2TB disk was running out of free space.
In order to avoid issues caused by the lack of free disk space, a new disk of 3TB was installed.
All of the attachments were moved to the new disk and then enterprise parameter was changed to point to the new 3TB disk.
Initially there was no issue recorded, but as the files size started to get close to 2TB (on disk) the performance started to degrade,

- Slow render of login page
- Slow navigation in application
- Slow upload/download file operations

Note: The old Siebel FS disk was of HDD type and the new Siebel FS disk is SSD type. The expected behavior is that file operations should be faster.

Changes

New SSD disk of 3TB was used for Siebel file system.
