EIM LOV load is not working in Siebel IP 19 (Doc ID 2570008.1)

Symptoms

EIM is not working to load the data into siebel system on 19.7. EIM job is successful, but EIM_LST_OF_VAL table IF_ROW_STAT is getting updated as DUP_ROW_EXISTS. Also ws_min_ver, ws_max_ver etc tables are updated as NULL. Due to this LOV record is getting created in S_LST_OF_VAL but not visible in the UI as ws_min_ver and ws_max_ver is null.
