Symptoms

During Upgrade to Siebel CRM 19.7 when attempting to run database configuration ,
the following error occurs after specifying username and password.

ERROR

" Siebel Build Tools. has stopped working"


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. install base 17.0 and 19.7
2. run db wizard
3. gives the mentioned error in a pop up window
