Performance Issue On S_EVT_ACT Due to ORDER BY (Doc ID 2570541.1)

On : 16.18 [IP2016] version, System Admin

ACTUAL BEHAVIOR
---------------
Performance Issue on S_EVT_ACT

Users querying on the view are not able to view the records.
Steps to replicate:
1. Go to the view based on S_EVT_ACT table.
2. Query with flag based on S_EVT_ACT as "Y".
3. Query takes 10 mins to return records with generic profiles.
4. Query with PROD like user take ~1000 secs in the logs.
5. Records never appear on the UI.




EXPECTED BEHAVIOR

It should have better performance.


STEPS

The issue can be reproduced at will with the following steps:
1. Go to the view based on S_EVT_ACT table.
2. Query with flag based on S_EVT_ACT as "Y".
