After Siebel Upgrade from IP 2016 to Siebel 19, Encrypted Columns Cannot be Accessed in UI with "Data Unavailable" error (Doc ID 2571548.1)

ACTUAL BEHAVIOR
---------------
Decrypt function failed for records created before IP2019 upgrade

After upgrade Siebel from IP2016 to IP2019:

When accessing from UI the data in encrypted column, the following errors are logged in OM log and "Data Unavailable" message is seen in UI





EXPECTED BEHAVIOR
-----------------------
Should be able to decrypt in the UI the previously existing encrypted data

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Upgrade Siebel application from IP 2016 to Siebel 19
2. See that previously encrypted columns are no longer accessible in the application
