Workflow Issue Post Upgrade On 18.11, upgraded workflow processes have error SBL-BPR-00185 (Doc ID 2571585.1)

Symptoms

On : 18.11 version, Upgrade

We are facing issues with the Workflow Processes on the upgraded Siebel 18.11 environment. We can see the below error in the log files.

SBL-BPR-00185: Step '<?>' references invalid next step id '<?>' in process definition '<?>'.

We are able to see this for existing IP16 workflows with no changes done post upgrade and also with the modified workflows as well. And the behavior seems to be inconsistent.

We are currently blocked due to this issue and hence need immediate support to proceed further. Please suggest.
