Siebel Application Connection Refused Error After Applying Windows OS Security Patch Update (Doc ID 2572817.1)

Symptoms

On : 16.14 [IP2016] version, Security / Authentication

When attempting to access Siebel application URL after installing Windows server updates, the Siebel application will not come up and the following error occurs

ERROR
-----------------------
This site can’t be reached. Refused to connect.

Try:

Checking the connection
Checking the proxy and the firewall
ERR_CONNECTION_REFUSED


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Setup Siebel IP2016 environment
2. Make sure the environment is up and running
3. Apply Windows server update and check to see if application is accessible.

The issue has the following business impact:
Due to this issue, users cannot access Siebel application post windows update and this was causing a setback.
