EncryptionUpgrade.jar Step for Siebel Prod Upgrade Fails With "Error in getting Repository Id" Error (Doc ID 2573259.1)

On : 19.5 version, Upgrade

When attempting to run Production TEST upgrade, the upgrep+upgphys step fails and the following error occurs in state.log for the Encryption Upgrade step.

Status = Error
Item Name = File Execute Entry 42
Title = Encryption Upgrade

The issue can be reproduced at will with the following steps:

1. Deleted all repositories from the Siebel DB instance.
2. Renamed the last repository to Prior Customer Repository.
3. Logged in via putty to a server and initiate DB upgrade wizard.
4. Check to see if upgrade completes.
