EncryptionUpgrade.jar Step for Siebel Upgrade Fails With "Error in getting Repository Id" Error

When attempting to run upgrade, the upgrade step fails during encryption upgrade and the following error occurs in the srvrupgwiz.log

UpgradeLog UpgradeError 1 000000025d3f1680:0 2019-07-29 19:44:13 There was an error in launching the application.

In the EncryptUpg_Execution.log, below error indicated that the file does not exist and this indicated that the EncryptUpgrade.jar was not initializing properly.

11 Wed Jul 24 16:14:55 CDT 2019 INFO:Possible Reason : Verify the Repository Name passed as argument
The issue can be reproduced at will with the following steps:
1. Deleted all repositories from the Siebel DB instance.
2. Renamed the last repository to Prior Customer Repository.
3. Logged in via putty to a server and initiate DB upgrade wizard.
4. Check to see if upgrade completes.
