Loyalty Batch engine Component Not Online State After Upgrade to IP18 (Doc ID 2574075.1)

Symptoms

On : 18.4 version, Loyalty

ACTUAL BEHAVIOR
---------------
After the upgrade to IP18, the Loyalty engine components were no longer starting.

EXPECTED BEHAVIOR
-----------------------
After the upgrade, the components should start successfully

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Upgrade from IP17 to IP18
2. Re-start the server
3. The Loyalty engines do not start
4. It is noted that not only the Loyalty engine components were not starting, but other batch components (Workflow Process Manager for example) were starting
