Loyalty Batch engine Component Not Online State After Upgrade to Patchset 18.4 (Doc ID 2574075.1)

Symptoms

After the upgrade to Patchset 18.4, the Loyalty engine components were no longer starting.

After the upgrade, the components should start successfully

The issue can be reproduced at will with the following steps:
1. Upgrade from 17.0 to 18.4
2. Re-start the server
3. The Loyalty engines do not start
4. It is noted that not only the Loyalty engine components were not starting, but other batch components (Workflow Process Manager for example) were starting

Changes

 Upgraded the application to 18.4
