Siebel Workspace Delivery Fails on Siebel 18.11
Behavior can be reproduced with following steps:
1. Logon as a normal user with 'Workspace Administrator' responsibility to Web Tools
2. Navigate to the workspaces section
3. Create a new workspace under Main
4. Open the newly created workspace
5. Go to Applets view and add comment on any applet.
6. Navigate back to the workspaces section, the newly created workspace is now shown as 'Edit in Progress'
7. Follow the steps to deliver the workspace to Main
8. Workspace is not delivered
