CRM Desktop: Sync_ui.js Error When Obtaining Package (Doc ID 2575041.1)

On the CRM Desktop release 3.7.9 customer discovered below error while attempting to download the package during initial setup
unable to open script file :\\Users\Administrator\AppData\Roaming\Oracle\CRM Desktop\Profile\Data\sync_ui.js

The issue can be reproduced at will with the following steps:
1. Open MS Outlook Application on the workstation
2. In the bottom right cover the CRM Desktop First Run Assistance show up
3. Follow the steps to configure the CRM Desktop
4. When trying to retrieve the package the FRA fails indicating that the package is corrupted.
