Symptoms



The SRBroker and SRProc components are being terminated and the following error occurs in the log file

SBL-SRM-00016: Unable to initialize the Database environment -- Unable to start common api



STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1.Start the siebel server
2. Review the SRBroker and SRProc log files from the siebel server
