Adding Symbolic String Locale In One Language Deletes All Other Languages for the Same Object (Doc ID 2581199.1)

Symptoms


ACTUAL BEHAVIOR
---------------
Symbolic String Locales of Other Languages for the same object are deleted.

EXPECTED BEHAVIOR
-----------------------
Symbolic Strings for other languages should not be deleted.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Add the KOR Locale for the Symbolic String: X_SURNAME
2. Deliver the Workspace to MAIN
3. Screen using Symbolic String "X_SURNAME" gets compiled and inserted in S_RR_SCREEN only in KOREAN Language and all other languages are deleted for that object.
4. Migrate that workspace to higher environment. Environment doesn't comes up and it fails to read the definition in 'ENU' language (ENU is primary language)
