Siebel Server Configuration Fails With 5004 Error. (Doc ID 2582657.1)

Siebel Server Configuration utility (config.bat -mode siebsrvr) fails with 5004 error.

After Siebel Server software has been installed, Siebel Gateway Server and Siebel Enterprise  are configured.

When Siebel Server is configured, it fails with 5004 error in the log file.

Under SES\cfgtoollogs\cfg folder, config_[timestamp].log shows the following error.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Siebel Enterprise Server software has been installed.
2. Configuration for Siebel Gateway Server and Siebel Enterprise have been executed successfully.
3. Siebel Server configuration is executed as (config.bat -mode siebsrvr) under SES\Config folder.
4. Siebel Enterprise Name and Siebel Server Name are entered and Next button is clicked. Then "Siebel Enterprise Application has stopped working" is displayed.
5. When "Close the program" is clicked, Siebel Configuration wizard moves to the next page (for Enable Component groups).
6. Go through the rest of steps and click "Next" at the Summary page.
7. Error window is shown with "Siebel Configuration Wizard failed with error"
