After upgrading Siebel application from IP2016 to IP19.8, when trying to select a business component from the Siebel Operation step in a workflow process, it generates an error.
The error message that occurs with this issue is:
SBL-DAT-00225: The value entered in field Business Component of buscomp Repository WF Step does not match any value in the bounded pick list Repository PickList Business Object Component.
STEPS TO REPRODUCE:

The behaviour occurs as follows:
1. Log into Siebel Tools, navigate to Workflow Process List and create a new workflow process.
2. Right click the workflow process to get into the Process Designer.
3. Add a step for Siebel Operation.
4. For the Siebel Operation Properties Window, click on the Business Component picklist, scroll down to "Contact" and select "Contact".
5. When selecting 'Contact' BC, it generates the reported error.
