Email Response Fails to Connect To POP3 Server (Gmail) Driver Log Show Error "ERROR:Could not load JVM library" (Doc ID 2585801.1)

Symptoms

On : 15.14 [IP2015] version, Comms Server & Email Response

When attempting to start Internet SMTP/POP3 Server drive to pull emails from Gmail account the the following error occurs in driver log files.

So no email are been pulled from Gmail mail box.

All the setting were done accordingly with Document ID 2224128.1.  Openssl and JMailClient command line tests works fine from the Siebel Server machine.

The Internet SMTP/POP3 Server driver log show the error:
ERROR:Could not load JVM library


The issue can be reproduced at will with the following steps:
1. Setup Siebel Email Response Response Group
2. Setup JavaMail for EMRJavaSubsys accordingly with Doc ID 2224128.1
3. Star the Siebel Server
4. The Communications Inbound Receiver component starts and load the Response Group defined on 1)
5. The Internet SMTP/POP3 Server driver is initiated but it fail to connect to Gmail account. NO email is been processed.
