HTTP-404 on Outbound REST Call Due to Incorrect URL invoked (Doc ID 2585830.1)

Symptoms

When importing a hand crafted json file in Siebel Tools to communicate with Oracle EBS through REST the proxy BS call faced multiple issues:

1) at first, the call was not authenticated :
[SIEBEL INFO] Thread[http-nio-9012-exec-6,5,main] [2019-08-31 13:05:30.572] [RESTOutbound] response from outbound call : Could not authenticate user / token
2) Once authentication was sorted out, EBS was throwing HTTP-404 which means "not found".
