Importing SIF File Of Workflow Process Fails With No Conflicts Found Error

Information in this document applies to any platform.
When trying to import a sif file of workflow process, the following error message is displayed even though the object in
the repository is different from the sif file.
Here are the steps to reproduce the issue:
(1) Login to Siebel Tools.
(2) Create/Open a workspace.
(3) Go to [Workflow Process] object list and select a workflow process which is the same workflow process with the SIF file.
(4) Copy the workflow process and deactivate the original one.
(5) Try to import the SIF file.
