On : 16.19 [IP2016] version, Siebel EAI
An Inbound Siebel REST API service works fine in development and fails to invoke from postman in the QA environment
ERROR

Postman shows:
Could not get any response
There was an error connecting to http://:/siebel-rest/v1.0/service/
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Invoke the REST service from Postman with the DEV URL and confirm it is working fine.
2. Update the URL to QA and notice no responses.
