Blank Screen and 404 Error with Browser Script in Siebel Application IP17 (Doc ID 2588711.1)

Symptoms

When logging into Siebel Application IP17,  a blank screen occurs with below errors in the browser console by doing a right-click on the page > select Inspect to open the console.
