Siebel Service Is Not Coming Up After Changing The SADMIN User Account Password (Doc ID 2590532.1)

Symptoms

On : 16.10 [IP2016] version, Security / Authentication

When attempting to access Siebel application post changing SADMIN password, the Siebel server does not come up and the following error occurs.

ERROR

[tp][ODBC Oracle driver][Oracle]ORA-01017: invalid username/password; logon denied
SecAdptLog Debug 5 000000055d7b1ca4:0 2019-09-13 11:56:35 username=SXXXX: authentication failed due to :

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Setup Siebel application with SSO using AWS Cognito
2. Change SADMIN password at enterprise and database as per Security guide.
3. Delete and recreate the Siebel server service and check to see if the Siebel server comes up
