On : 19.8 version, Installation
When attempting to perform an upgrade from 19.4 to 19.8, the migration completed but the Siebel server did not start with following errors recorded in the Siebsrvr.log:

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Perform patch update from 19.4 to 19.8.
2. Make sure that the migration is complete.
3. Check to see if the Siebel server starts up.
