LDAP Load Library Failure Error SBL-SEC-00102 On IP15 When Logging Into The Siebel Client UI Application

Siebel IP15 PatchSet 18 has been setup on a new Windows Server 2016 64 Bit machine using Oracle Client 12.2 32 bit connecting to Oracle 12.2 Database.
When trying to log into the Siebel Financial Services Client UI application, the following appears in the FINS Log and the login page doesn't appear:
ObjMgrSessionLog Error 1 000000035d670f68:0 2019-08-29 15:46:10 (physmod.cpp (9449)) SBL-DAT-00562: An error occurred loading the security adapter library. Please contact your system administrator for assistance.
ObjMgrSessionLog Error 1 000000035d670f68:0 2019-08-29 15:46:10 (model.cpp (6304)) SBL-DAT-00562: An error occurred loading the security adapter library. Please contact your system administrator for assistance.
ObjMgrSessionLog ObjMgrLogin 3 000000035d670f68:0 2019-08-29 15:46:10 Login failed for Login name : LDAPUSER
The environment uses LDAP that comes with Oracle Client 12.2 which is certified on IP15. However, there is no separately installed LDAP Client.
The same approach was used before for Siebel IP2014 Patchset 18 using LDAP from Oracle Client 11.2 32 bit on Windows Server 2012 R2 64 bit, this particular setup worked fine. However, the same set up for IP15 PatchSet 18 is not working.
