Siebel WebTools Showing Browser Back Error SBL-UIF-00335 in Object Explorer Window (Doc ID 2594497.1)

After upgraded to Siebel 19.7, the Object Explorer in Siebel Web Tools did not show any objects.  It showed the following error:

Error: We are unable to process your request.  This is most likely because you used the browse BACK or REFRESH button to get to this point (SBL-UIF-00335)

The issue can be reproduced at will with the following steps:
1. Upgrade to Siebel 19.7
2. Access Siebel 19.7 Web Tools
3. Observe there is no object showing inside of Object Explorer window, it shows SBL-UIF-00335 error instead.
