Siebel Services Not Running After Implementing Password Hasing with RSA-SHA1 (Doc ID 2594546.1)

Symptoms

ACTUAL BEHAVIOR
---------------
Siebel server service not coming up after hashing user password on security profile in gateway and components in multi-server environment.

EXPECTED BEHAVIOR
-----------------------
Siebel user password hashing should bring up servers in multi-server environment.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1. Check the connectivity from Siebel server to Gateway server and make sure it is working fine.
2. Recreate the Siebel server services if the user password is being hashed for SADMIN user.
3. Update the hashing passwords in DB as well.
