IRM Tools Screen Not Showing up After Some Hours of Execution - Performance Issues

While executing IRM in Siebel CRM 19.7 version , IRM starts running fine but then get into a inconsistent behavior - the tools window cannot be seen , there is CPU activity and memory usage.
The IRM_MERGE.LOG file looks interrupted.
The following steps were executed:
1. complete upgrep from linux
2. launch IRM
siebdev /u SADMIN /p *** /d DIBP /c tools.cfg /iPackmode /IRM UpgDeltaMerge
3. after some hours the issue happens. state on .ssf file is changed to 8 but the IRM log is not shown as completed
