Error SBL-EAI-04117 When Upload Report in Siebel 19 (Doc ID 2595543.1)

Symptoms

BI Publisher 12 Integration with Siebel 19.1 not working and following error is seen when uploading report.

 

The issue can be reproduced at will with the following steps:

1. Customer define ContainerURL to use correct port as described  in Document Id 2479894.1

2. Try to upload an OOTB template (accounts list) from standard template view of the BIP admin screens in Siebel. It fails with above error.
