Business Service Crash on ExecuteOP_CALL From PreSetFieldValue Event (Doc ID 2597196.1)

In Siebel 19.8, a custom Business Service crashed from PreSetFieldValue event in the Contact business component. It occurred in both cases with Cache flag checked and unchecked. 

The issue can be reproduced at will with the following steps:
1. Log into the Siebel application
2. Navigate to Contacts view
3. Modify a field in the Contact Form applet
