Workspaces Are not Displaying in Workspace Explorer

Information in this document applies to any platform.
All workspaces were not displaying in the Workspace Explorer in Siebel Public Sector application.
The issue can be reproduced at will with the following steps:
1. Log into the Public Sector application
2. Click the Cube icon to navigate to the workspace dashboard.
3. It just displayed "Loading", but the workspaces were not showing up
